Time for a bicycle helmet law

I was supposed to talk today about the preparations needed for the May 9, 2022 national elections.  But I’ll set that aside for October 7, and instead, I’d like to talk about something whose time has come, which is, the need to require cyclists to wear a helmet when riding their bicycles.

As background, people have been cycling in the Philippines for decades.  In fact, in an analysis done over a decade ago, the Philippines had one of the higher ratios of bicycles per households in the world.  Most Filipinos learned to bike when they were young. In the provinces, the bicycle is arguably the most common mode of transportation.

Recently there has been a huge surge of people who use bicycles,  specially to commute during the time of ECQ.  Frontliners, in particular, resorted to using bicycles as a way to get to their medical facility,

UPDATED at 7 a.m. Wednesday with name of boy who died and additional details from fire official

EDWARDSVILLE — A 14-year-old boy was killed and a 16-year-old boy was injured early Tuesday after two vehicles being chased by police ran off a highway and one submerged in a drainage canal at Interstate 270 and Interstate 255, authorities said.

Wood River police identified the boy who died as Harry Linnen Jr., 14, of St. Louis. Police did not identify the 16-year-old boy who was injured.

Harry drowned after trying to swim away from the vehicle that went into water, and a police officer tried to help but couldn’t get to him, authorities said.

EDWARDSVILLE — One person was killed and another was seriously injured early Tuesday after two vehicles being chased by police ran off a highway and one submerged in a drainage canal at Interstate 270 and Interstate 255, authorities said.

The two vehicles were among several that police had chased after a break-in at a Wood River car dealership on Edwardsville Road around 1 a.m. Illinois State Police said four of the vehicles were stolen from the dealership and that a fifth vehicle with the suspects had been stolen in a separate incident. 

State police said officers from Roxana were in pursuit of the vehicles speeding south on I-255.

UPDATED at 11 a.m. with details from Wood River police

EDWARDSVILLE — One person was killed and another was injured early Tuesday after two vehicles being chased by police ran off a highway and one submerged in a ravine at Interstate 270 and Interstate 255, authorities said.

The two vehicles were among several that police had chased after an apparent break-in at a Wood River car dealership on Edwardsville Road around 1 a.m. Wood River police Chief Brad Wells said the vehicles had been stolen from the dealership.

Two of the vehicles crashed along Illinois 255 near Gateway Commerce Center Drive, police said.

Riverview man fatally shoots woman with assault rifle during dispute over car crash, charges say | Law and order

ST. LOUIS — A Riverview man was charged Sunday with murdering a woman a day earlier during a dispute over a minor car crash.

Deion A. Whalen, 23, of the 9800 block of Jeffrey Drive, was charged with first-degree murder and armed criminal action.

Charges say Whalen fired an assault rifle at Victoria McBee, striking her in the eye and killing her Saturday in the 4400 block of Lexington Avenue. After police found McBee, 34, lying in the street about 2:40 p.m., an ambulance took her to a hospital where she was pronounced dead.

According to charges, a relative of McBee and someone else had been in a minor car crash on the block and were trying to resolve a dispute peacefully when Whalen, who was not involved in the crash, approached the scene.
